Job Summary
The Community Development Director provides strategic leadership, administration, and oversight for the planning, economic development, housing, land use, and community development functions in Menominee County and the City of Menominee. This position is responsible for guiding sustainable growth and development initiatives that enhance the quality of life, support economic vitality, and ensure compliance with applicable local, state, and federal regulations.
The Community Development Director serves as a key advisor to executive leadership, elected officials, boards, commissions, developers, business owners, and community stakeholders on matters related to planning, development, infrastructure coordination, redevelopment, and long-range community goals.
This role requires strong leadership, public engagement, project management, and regulatory expertise to balance community interests, economic opportunities, and responsible land use practices while advancing our community’s strategic vision and development objectives.
Essential Functions and Responsibilities
- Provides leadership, direction, and administration for community development activities, including planning, zoning, economic development, housing initiatives, land use administration, and redevelopment activities.
- Develops and implements long-range community development strategies, master plans, capital improvement coordination, and economic growth initiatives consistent with organizational goals and community priorities.
- Advises executive leadership, elected officials, boards, commissions, and stakeholders on planning, development, infrastructure, housing, redevelopment, and economic development matters.
- Prepares and presents reports, recommendations, ordinances, resolutions, studies, and policy proposals to governing bodies, planning commissions, and community organizations.
- Directs and coordinates economic development activities designed to attract, retain, and expand businesses, investment, housing opportunities, and workforce development initiatives.
- Oversees community revitalization, downtown development, redevelopment, blight elimination, and neighborhood improvement programs.
- Pursues, administers, and monitors grants and external funding opportunities related to community development, housing, infrastructure, and economic development projects.
- Coordinates activities and projects with local, regional, state, and federal agencies, utilities, contractors, developers, consultants, and community partners.
- Facilitates public meetings, workshops, hearings, and stakeholder engagement activities to encourage community participation and transparency in development processes.
- Responds to inquiries, concerns, and complaints from residents, businesses, developers, and the public regarding community development matters.
- Monitors legislative and regulatory changes affecting planning, zoning, housing, environmental compliance, and economic development activities; recommends policy updates as necessary.
- Represents the Menominee Business Development Corporation, Menominee County, and the City of Menominee at professional meetings, conferences, regional planning groups, and intergovernmental committees.
- Manage the administrative and day-to-day operations of the Menominee Business Development Corporation.
- Performs other related duties as assigned to support organizational and community development objectives.
- Bachelor’s degree in public administration, business administration, political science, economics, urban planning, or related field.
- Two or more years of experience in community development, economic development, urban planning, public administration, business administration or related field.

- Knowledge Knowledge of principles, practices, and techniques of community development, urban and regional planning, land use administration, zoning, redevelopment, and economic development.
- Knowledge of local, state, and federal laws, regulations, ordinances, and policies related to planning, zoning, housing, environmental compliance, redevelopment, and economic development activities.
- Knowledge of public administration principles, governmental operations, and organizational management practices.
- Knowledge of economic development strategies, business retention and attraction practices, workforce development initiatives, and community revitalization methods.
- Knowledge of grant research, grant writing, grant administration, compliance, and reporting requirements.
- Knowledge of budgeting, financial management, capital improvement planning, and public financing methods.
- Knowledge of infrastructure planning and coordination, including utilities, transportation, housing, and public facilities development.
- Knowledge of meeting procedures, public hearing processes, and stakeholder engagement practices.
- Knowledge of principles and practices of project management and program administration.
- Knowledge of research methods, statistical analysis, and report preparation techniques.

- Excellent verbal and written communication skills, including the ability to prepare reports, policies, ordinances, grant applications, and professional correspondence.

- Skilled in strategic planning, problem-solving, and decision-making involving complex community development issues.
- Skilled in negotiating and facilitating agreements among government officials, developers, business leaders, community organizations, and residents.
- Skilled in managing multiple projects, priorities, deadlines, and competing demands simultaneously.
- Skilled in interpreting and applying laws, ordinances, regulations, policies, and technical planning documents.
- Skilled in grant development, administration, compliance monitoring, and reporting.
- Skilled in conflict resolution, mediation, and responding professionally to public concerns and complaints.
- Skilled in establishing and maintaining effective working relationships with elected officials, staff, developers, contractors, businesses, and the public.
- Skilled in data analysis, research, and development of recommendations and policy alternatives.
- Skilled in the use of computers, Microsoft Office applications, virtual meeting platforms, GIS software, and other technologies relevant to community development operations. - Ability to effectively represent the Menominee Business Development Corporation, Menominee County, and the City of Menominee in professional and public settings.
- Ability to facilitate public meetings, hearings, and stakeholder engagement activities in a professional and impartial manner.
- Ability to exercise sound judgment, discretion, and diplomacy in handling sensitive or controversial matters.
- Ability to coordinate activities among multiple agencies, organizations, and stakeholders.
