 Planning for response to accidental hazardous materials spills or releases is handled at the local level by Local Emergency Planning Committees (LEPCs) and fire departments. While a spill inside a facility is the responsibility of that facility, the off-site response plan developed by the LEPC is a tool that enables local fire and hazmat teams to work together with the facility's emergency management team to lessen the effects of the incident and provides a system to warn residents and others outside the facility. Hazmat planning assistance is provided to these and other local organizations through the Emergency Management and Homeland Security Division's Planning and Operations Section.
