The Library Board is expected to act as the legal trustee of the library. The community has entrusted the library's welfare to the board and expects the board to see that the library is run correctly. The Board also has the responsibility to see that adequate funding is provided and to develop plans for the delivery of library services.
Most Michigan Library Boards are authorized to:
adopt bylaws and rules for the board's governance
have exclusive control over the building and grounds of the library
control the expenditure of all funds credited to the library fund
appoint a library director (and delegate the hiring of other staff to the director)
adopt an annual library budget
remove the library director
adopt rules and regulations regarding the use of the library
exclude from the use of the library anyone who willfully violates the board's rules and regulations.
determine the selection of library materials for inclusion in the library's collection
A small number of appointed citizens representing the community who, together, constitute the body which is officially responsible for the operation of the public library. The term for these individuals is 5-years.
